From CSO-Led Initiative to Government Ownership

NHED is thrilled to announce a significant milestone in the Health Security and Budget Advocacy Project in Kano State: the successful adoption of the Health Security Accountability Framework (HSAF) by the government. What began as a CSO-led initiative has now evolved into a government-owned mechanism, underscoring the commitment to institutionalizing accountability and ensuring sustainable health security financing.

Why This Is a Big Win

The adoption of the HSAF marks a major step forward in strengthening Kano State’s health systems. With the government now serving as its custodian, the framework is set to:

  • Enhance Transparency: Streamline data collection and reporting processes for health security financing.
  • Foster Accountability: Establish a robust mechanism to track and evaluate health security investments.

The next critical steps involve populating the framework with accurate data and conducting a validation exercise to operationalize it effectively.

Advocacy for Legislative Progress

While the framework is a victory, the journey isn’t over. The Public Health Security Bills, which form a cornerstone of Kano’s epidemic preparedness and response system, remain unsigned. Advocacy efforts are now focused on engaging the state government to prioritize signing these already passed bills into law.

Challenges and Opportunities

  1. Data Collection and Validation
    The framework must now be populated with comprehensive data to enable evidence-based decision-making. NHED will collaborate with government MDAs and stakeholders to overcome technical and bureaucratic barriers in this phase.
  2. Securing Legislative Support
    Advocacy campaigns targeting state policymakers and legislators must ensure the Public Health Security Bills are signed. This will solidify the legal foundation for health security measures in Kano.
